## Statement

Sgt. Leap has repeatedly employed racial slurs to describe both alleged offenders and fellow officers within the department, including a notable instance where he referred to a Jewish lieutenant as "Lt. Kike." This behavior prompted the current report concerning him and Officer Ransford. Sgt. Leap has issued threats to an officer based on their Jewish heritage and has derogatorily labeled an immigrant officer as practicing "vudu," along with other stereotypes related to their nationality. Furthermore, he has expressed a desire to commit genocide against all individuals who are non-white. Sgt. Leap played a significant role in the termination of an individual solely due to his aversion to collaborating with Jewish colleagues. Both he and Officer Ryan Ransford are acknowledged members of the 3%er anti-government and anti-Semitic militia, with Ransford having been compelled by administration to remove terrorist militia insignia from his vehicle. Despite these affiliations and his admitted support for the Capitol Rioters on January 6, 2021, he has not faced suspension. Sgt. Leap has never been subjected to disciplinary action for his racist and anti-Semitic remarks or for acts of bias directed at both staff and inmates.
