## Statement

Officer Burkdoll and officer Bill Hansen illegally stoped and questioned an individual by the name of Raymond Rubio. Complaint was a person looking into cars, he informed the officers that he was not involved in that. Even if he was, that is not illegal. Mr. Rubio was then asked to take his backpack off and when he asked why Officer Burkdoll and Hansen tackled, beat, and had Officer Hansens K9 bite Mr. Rubio multiple times at the direct order of Officer Hansen. Never once was he told he was under arrest or detained before the officers attacked him. Mr. Rubio’s 4th amendment rights were blatantly and violently violated.
