Video evidence shows Fugate wearing a glove and leading the three victims into a shower one at a time, using the same glove on each victim. Victims claim cavity searches were performed in a sexual manner, and at least one young victim alleges Fugate also fondled his genitals. After the unlawful cavity searches, it’s been reported Detention Officer Fugate stated “that just made my night guys”. Kelvin Fugate is an admitted proud homosexual, has a life partner and resides in Comanche, Oklahoma. Kelvin Fugate, along with his superior Stephens County Detention Officer or Commanding Officer, not sure of his title, Keith Earls approached first reporting victim, attempted to bribe victim, and asked if Fugate would just quit could we just make this go away? That bribe obviously did not work. Several law enforcement entities and civil rights organizations have been notified.
