Officer Lorz followed up by removing a personal item from the victim's pocket, throwing it away. Within 30 second of contacting the victim, Officer Lorz choose to aggressively escalate his stop with force and unnecessarily detain the victim with mechanical restraints. Officer Lorz used false statements, claiming the victim was observed stealing items from an automobile, and thus demanded the victim to relinquish his fourth amendments right and surrender his ID.
