## Statement

Deputy Clyde Gill (Panola County Sheriff’s Department)

This disclosure concerns a documented constitutional violation regarding an unlawful extension of a traffic stop (*Rodriguez* violation) and an improper subsequent K9 deployment conducted by Deputy Clyde Gill. This material is disclosable under *Brady v. Maryland*, 373 U.S. 83 (1963) and its progeny, as it bears directly on the legality of the detention, the suppression of subsequently derived evidence, and the officer's adherence to established constitutional limits on police authority.

During a law enforcement action involving defendant Jason Cody Parttridge, Deputy Gill initiated a traffic stop predicated on a minor equipment infraction: a missing rear license plate tag light.

The traffic stop was prolonged by Deputy Gill for a total duration of 1 hour and 3 minutes (1:03:00).

**Constitutional Infraction (*****Rodriguez*** **Violation):** Upon completing or artificially delaying the initial mission of the traffic stop (addressing the missing tag light), Deputy Gill requested consent to search the vehicle. The defendant, Jason Cody Parttridge, explicitly refused the search.

**Unlawful Extension:** Following the refusal, and without independent, articulable reasonable suspicion of separate criminal activity to justify further detention, Deputy Gill extended the stop to call for K9 Officer Brock. The K9 unit was deployed to conduct an exterior sniff of the vehicle after the time reasonably required to address the traffic infraction had elapsed.

Under the United States Supreme Court ruling in *Rodriguez v. United States*, 575 U.S. 348 (2015), a traffic stop becomes unlawful if it is prolonged beyond the time reasonably required to complete the mission of issuing a ticket or warning. The 63-minute duration of the stop, explicitly extended to summon a K9 unit following a refusal of consent, constitutes a clear deviation from Fourth Amendment mandates.
