## Official Statement

Officer Fraughton is identified in the March 9 incident materials. Chief Paul’s account reportedly stated that Fraughton observed glossy eyes, administered a preliminary breath test showing .00, found no other signs of impairment, and then a K9 sniff/search occurred with no illegal substances found. The alleged *Brady/Giglio* issue is whether the impairment basis and dog-search escalation were exaggerated, unsupported, or used as a pretext. If so, that would be relevant to credibility, Fourth Amendment suppression, and the reliability of any future drug-search testimony.
