## Official Statement

While on duty and operating a patrol vehicle, Officer Richard Hy deliberately reversed his marked police vehicle into a parked motorcycle, injuring the civilian rider. The incident was captured on both body-worn camera footage and municipal surveillance video, showing clear evidence that the act was intentional and not the result of accident or necessity. Despite this, there is no public record of criminal charges or disciplinary termination, which raises further questions about departmental oversight and the officer’s impunity.

Intentional misuse of a police vehicle to cause harm constitutes an egregious abuse of authority. This conduct not only reflects a disregard for the constitutional and civil rights of individuals but also directly impacts the officer’s character for truthfulness, restraint, and respect for lawful process—each of which are critical elements under the Brady and Giglio standards.
