Bess resigned after [purportedly choking an inmate in the Erie County Jail](https://sanduskyregister.com/news/401948/officers-files-show-no-history-of-violence/) while the inmate was being secured in a restraint chair in 2021. He was criminally charged in U.S. District Court with depriving the victim of her rights. Barrett, who was present at the time, allegedly failed to report the incident and resigned as well.
