UPON ARRIVING ON SCENE, DEPUTY PANNELL MADE CONTACT WITH THE COMPLAINANT/ VICTIM, RICHARD MOORE. MOORE STATED THAT ON OCTOBER 22, 2021 AROUND 2230 HRS, A BLACK SINGLE CAB TRUCK WAS DRIVING NORTH ON HWY 9 AND STARTED SHOUTING OBSCENE LANGUAGE AT HIM. MOORE STATED HE TOLD THEM TO STOP AND THEY WOULD HANDLE IT. MOORE STATED A FEW MINUTES LATER, THREE INDIVIDUALS IN ALL BLACK CLOTHING APPROACHED HIS PROPERTY AND FIRED 5 TO 10 SHOTS OUT OF A UNKNOWN FIREARM. EOR U20 PANNELL Date : 10/23/2021 5:31:00 PM Name : Matt Pannell Title : NARRATIVE \#1 Report By: Approved By: Pannell, Matthew INCIDENT #: 21-0912 Page 3 of 4 Narrative(s) 2 Results Mr. Moore came to the Union County Sheriff's Office on Monday, Oct. 25th 2021, to speak with an investigator about his report which he had made last week entered into the reporting system on Friday, Oct. 22nd 2021. As I was the only Investigator available at the time of Mr. Moores visit, I spoke with him in my office. Mr. Moore presented to me photos and videos that he had on his phone and on Tuesday, Oct. 21st 2021 at 9:01pm Mr. Moore sent photos and a youtube video link to my email address. Upon reviewing two photos contained a tag number of UNA8905 and a Photo of a male subject driving a silver car which is depicted to be the same vehicle the tag number is displayed on. Mr. Moore states this car was stalking him. Mr. Moor stated that this individual stopped in front of his home in the road way talking with deputies present on Mr. Moore's complaint, although he was in a different vehicle this time. Mr. Moore provided a video on youtube he uploaded where he made one video from several separate videos so they may be viewed together in one place and for his own documentation. In this video it begins with a home security camera recording his front yard looking toward Hwy 9 north. This part of the video shows individuals near the road way, near what would be the Northwest of Mr. Moores property, words were being exchanged between the individuals and Mr. Moore. It appears one subject had a flashlight near the roadway, and another subject, white male wearing a black jacket, red shirt, light colored shorts began approaching Mr. Moores residence during the exchange of words and Mr. Moore can be heard saying "motherfucker Come on, come on". The described individual walks across Mr. Moore's front yard to his front porch, the video freezes but audio continues, appeared the described individual made of a statement of "get out of Alpine", Other audio is difficult to understand from the cameras microphone, then you can hear a loud gunshot in the audio. Mr. Moore stated the gunshot came from one of the individuals still near the roadway. There was no damage or shell from a gun that had been located at time of report. Next part of video Mr. Moore is recording video of what appears to be 3 vehicles, a Pick up truck in front, silver car in the middle, and a dark gray car, which he reads the tag as UNA7941, directly in front of Mr. Moore. Mr. Moore narrates during the video that he believes the vehicles are persons working together to irritate, stalk, and harass himself. The video was recorded on State Highway 9 north, the first two vehicles turn right onto County Road 185, Mr. Moore and the dark gray car in front of him continue North on Hwy 9. Mr. Moore continues to record and came to a stop in the highway at his drive way, located at 1306 Hwy 9 north, and records a Red pickup and White suv at the intersection of Hwy 9n and CR 171 near his residence, and a White pickup pulling a ATV behind him in the roadway, UN19037. The White pickup drives around Mr. Moore and continues north on Hwy 9n. Mr. Moore continues to sit in the roadway recording the two vehicles at the intersection. Mr. Moore then pulls slightly into his driveway still recording the vehicles at the intersection. The two vehicles then move across the highway into the parking lot of the Alpine Fire Department, you can hear at least one individual talking loudly toward Mr. Moore, and the video segment then ends. Next and final segment of the video shows Mr. Moore driving north on Hwy 9n with a pick up truck in front of him which comes to a complete stop, B268466, pick up then pulls into opposing lane and goes around a silver car which is/was stopped in front of Mr. Moore, UNA8905. Another vehicle, una7491, stopped behind Mr. Moore, backs up and then drives around Mr. Moore and continues north on Hwy 9n and the video ends. The two photos and a copy of the video has been attached to this report in the reporting system for documentation.
