## Statement

Scott Phelps was the supervising officer at the scene, and allegedly participated in a use of force that rendered a Bryan County teen unconscious. Along with Bryan County Sheriff’s Deputy Cody Liverman at a traffic stop in Cartwright. Family says the teen required surgery for his injuries. Phelps allegedly was not truthful when disclosing the extent of injuries to the parents of the injured teenagers. OSBI investigation was opened, conclusion unknown.
