The State of Idaho presents a heightened *Brady/Giglio* concern because fragmented oversight, decentralized disclosure practices, and limited statewide observability create an increased risk that Potential Impeachment Material \[PID\] may not be identified, preserved, or disclosed when required. Idaho POST maintains certification and decertification records, but Idaho lacks a comprehensive statewide PID system connecting law enforcement, prosecutors, courts, and other government custodians.

Idaho also has significant documented examples of official misconduct. Former Caldwell Police Lieutenant Joseph Hoadley was federally convicted of falsifying records, witness tampering, and destroying a record connected to an official investigation. Former Bingham County Sheriff Craig Rowland was decertified by Idaho POST after pleading guilty to aggravated assault. At Ruby Ridge, federal investigations documented serious failures involving evidence preservation, discovery, internal accountability, and obstruction, including the destruction of an FBI after-action record. These matters demonstrate the importance of independent evidence preservation and cross-agency disclosure mechanisms.

Additional concern exists regarding accountability and disclosure practices within the Idaho Office of the Attorney General, including matters associated with Attorney General [**Raúl Labrador**](https://giglio-bradylist.com/individual/raul-%20labrador) and Deputy Attorney General [**Stephanie Nicole Guyon**](https://giglio-bradylist.com/individual/stephanie-nicole-%20guyon). Relevant complaints and other potential impeachment information should be preserved, independently reviewable, and evaluated under appropriate *Brady/Giglio* standards without treating unadjudicated allegations as established facts.

Taken together, Idaho's decentralized structure, documented incidents involving official dishonesty and evidence integrity, and limited statewide coordination justify heightened *Brady/Giglio* scrutiny. A statewide, independently auditable PID framework connecting POST, law enforcement, prosecutors, courts, and other government agencies would improve observability and accountability while preserving the lawful discretion of law enforcement, prosecutors, and judges.
