## Statement

On 4/27/20, Officer Thomas Ludwig and **Gary Yampolsky** arrived at the scene of an accident. Prior to talking to the black victim, Officer Ludwig began to search his vehicle, and stated to Officer **Yampolsky** that the black man looked like a Turd. After the victim's medical assessment, Officer **Yampolsky** directed the victim to move from the emergency vehicle and in the direction of his car and Officer Ludwig. As he and Ludwig walked toward each other, with officer Yampolsky in tail, the victim observed Officer Ludwig had searched his car without his consent and began to complain. At that time, Both officers with force grabbed the victim, handcuffed him and put him in the back of a patrol car. Supervisor Corporal Bart Stark arrived at the scene telling the victim, “You don't have injures”, and if you do, things will go down differently! When the victim refused to deny he had injuries caused by officers Ludwig and **Yampolsky**, the victim was arrested for interfering with police. His car was impounded, and he was imprisoned 24 hours. None of the officers asked the victim why he called the police or asked for his side of the story before falsely arresting him! All charges were dropped, and the case was dismissed.
