Description: Officer Kyle responded to a call for service involving a reported domestic violence situation. While on the call he acted in an unprofessional manner and spoke harshly to both the victim and the accused. The victim alleged two acts of domestic violence had occurred, to which Officer Kyle outright dismissed. The victim then asked to apply for a restraining order, to which Officer Kyle told her that she was not entitled to one. Officer Kyle did not properly investigate this call, or file the proper domestic  
violence reporting requirements that are required by department policy and state mandates.
