Description: Specifically, on May 27, 2023 an Investigator noted the following during his video review. At 08:56:40 hours, Officer B. Hanlon and two other Officers were observed congregating inside the Perimeter vestibule. At approximately 08:56:51 there was an activation code alarm system (sworn personnel in need of assistance) for Building 2 Level 3 D‐pod (2D3). Officer Hanlon alerted the other Officers to the fact that the alarm was sounding. The Officer was observed immediately responding to the assembly area located at Master Control as is denoted in ECDOC Policy. Officer Hanlon was observed stationed at the perimeter vestibule until approximately 09:03:28 hours, when he was observed exiting the vestibule and entering an Essex County Department of Corrections van and departing the area. Officer Hanlon never responded to the code alarm.
